Samenvatting Internationaal symposium in Maastricht

De eerste dag werd -na een welkom van de Maastrichtse Burgervader Onno Hoes- ingevuld door het RIEC Limburg. Luud Geerlings van het RIEC en Grazielena Marcus van de gemeente Maastricht zetten aan de hand van een presentatie in het Engels de werkwijze van de RIECsen uiteen. De presentatie bestond voor een deel uit casussen die illustreerden dat met name op internationaal gebied de geïntegreerde en bestuurlijke aanpak heel moeizaam verloopt en in vele gevallen zelfs onmogelijk blijkt te zijn, ondanks alle goede voornemens in Brussel.
Op vrijdag werd aan het begin van de ochtend nog even teruggeblikt en nam Prof. Drs. Toine Spapens het woord en gaf tekst en uitleg over het gelopen project in het "Red Light District" in Amsterdam. Ook kwamen de -zij het heel beperkt beschikbaar- internationale oplossingsrichtingen in de vorm van verdragen en "conventions" aan bod.
Karel Schuurman (Min. V & J) beëindigde de tweedaagse bijeenkomst met het formuleren van een aantal conclusies, waarover in een later bericht meer. Daarnaast tekende zich nog een overduidelijke opbrengst van het symposium af: het informeel van gedachten wisselen over de herkenbare problematieken binnen een Europa zonder grenzen als het gaat over de uitwisseling van bestuurlijke informatie. De deelnemers waren het er in ieder geval eens dat het niet bij één bijeenkomst moet blijven!

• In practice fighting organised crime not only involves repressive measures by the police and the judicial authorities.
• The use of preventive and administrative measures and intense cooperation by and between administrative authorities, police and justice organisations through intensive information exchange can also be very effective as shown in the province of Limburg and the city of Maastricht.
• Administrative measures are also very effective in preventing and fighting a broad range of organised crime and other crime related phenomena such as trafficking in human beings and real estate fraud
• A purely local or even a national approach, which stops at a country's borders, is often inadequate. It may force criminals to move to the neighbouring country or ultimately to the weaker links in the EU chain, creating a waterbed effect as shown in the Meusse-Rhine region.
• There is a need for information exchange between police, judicial and administrative authorities in EU criminal hubs such as the Meusse Rhine EUregion in order to effectively cooperate in the fight against cross border crime phenomena.
• It is necessary to identify which types of penal and non-penal information need to be exchanged across EU borders between administrative bodies and police and judicial organisations if any possibilities exist to exchange this information. Obstacles hindering this information exchange also need to be identified. The legal existing framework needs to be further developed.
• The Netherlands Ministry of Security and Justice in cooperation with the University of Tilburg is preparing an ISEC call in order to assess the possibilities to strengthen the exchange information between administrative bodies and traditional law enforcement organisations of EU Member States.
• The proved method as presented during this meeting could be used as an example for future EU measures in this policy field.
• The establishment of the informal network of EU contact points that connects local/regional authorities seeking their EU-counterparts in other member states should become facilitator of these future EU actions within the policy field of the administrative approach.
